The Security Service of Ukraine, with the assistance of the Ministry of Defense of Ukraine, exposed the organizers of a scheme to supply defective mortar shells to the frontline.
As a result of complex measures in Dnipropetrovs'k region, the SBU detained the general director of a defense plant and his first deputy, who supplied the Armed Forces with a batch of ammunition that turned out to be unsuitable for combat use.
In addition to the heads of the state-owned enterprise, SBU officers detained the former head of one of the military missions of the Ministry of Defense and the head of the control group of the relevant unit.
According to the investigation, in early 2024, the plant's management entered into an agreement with the Defense Procurement Agency to manufacture ammunition for the Armed Forces of Ukraine.
According to the signed documents, the company was to supply the troops with wholesale batches of 120 mortar rounds.
However, for the mass production of shells, the defendants used low-quality materials and performed work with a defect, which led to the failure of the main propellant charge capsule and the lack of stable operation of the entire powder charge.
The ammunition also included additional metal charges that did not meet the standards of combat use.
In this way, the organizers of the fraud tried to reduce the cost of production in order to get more profit from the state order.
To implement the scheme, the plant's management involved officials of the military representative office, who are supposed to control the quality of defense products.
According to the case, the military officials deliberately "turned a blind eye" to the defective batch of ammunition and entered false information in the reporting documentation.
As a result, 120,000 unusable rounds of ammunition were delivered to the frontline, which was confirmed by the conclusions of a professional examination.
SBU investigators have now served all four detainees a notice of suspicion under Part 2 of Art. 28, Part 2 of Art. 114-1 of the Criminal Code of Ukraine (obstruction of the lawful activities of the Armed Forces and other military formations, committed by a group of persons by prior conspiracy, which led to grave consequences).
The offenders face 15 years in prison.
The operation was conducted under the supervision of the Prosecutor General's Office.
